Local governance for the development of digital projects in the Municipality of La Mana

ABSTRACT
The digitization of municipal administrations has become a significant driver of public management, transparency, and citizen participation. In this context, the research presented here aimed to assess the governance of La Maná as a means for implementing and developing digital projects that promote, among other things, efficiency, inclusion, and democracy through active and proactive citizen participation. The research employed a mixed-methods approach, predominantly quantitative, with a sequential explanatory design. The quantitative phase involved administering a structured survey to 92 residents of the municipality of La Maná. The data were analyzed using descriptive statistics and non-parametric Spearman and Kendall correlation coefficients. The qualitative phase consisted of a comparative documentary analysis of digital governance experiences in other Ecuadorian administrations. The results confirm intermediate perceptions in the indicators for transparency and accountability, citizen participation, and digital literacy, and average perceptions in administrative capacity and technology management, with very weak to moderate correlations between the different dimensions. The comparative study also allowed for contextualizing the correlations found, identifying areas for improvement and key best practices for strengthening digital governance at the provincial, subnational, and national levels.
